President
Prior to becoming China Telecom (Americas) Corporation’s President, Hui Zhao was Vice President of China Telecom (Americas) in 2010, leading its business operations in the United States for eight years before being appointed Vice President of Enterprise Client Strategic Operations at China Telecom Global in 2018.
Zhao previously served as China Telecom Sichuan’s Deputy Director of Planning & Development, Deputy Manager of Marketing Operations, Director of Human Resources, General Manager of Wireless Network, as well as Vice General Manager of China Telecom Chengdu branch.
Zhao began his career in the telecommunications industry as an Assistant Engineer at Sichuan Provincial Administration of Post and Telecommunications—which later became China Telecom Sichuan.
Zhao holds a Bachelor’s in Computer Science from Sichuan University and a Master’s in Computer Engineering from Beijing University of Post and Telecommunications.
Vice President
Ms. Ping Zhang is responsible for China Telecom (Americas) Corporation’s overall sales operations as Vice President.
In 2002, Ms. Zhang joined China Telecom Corporation Limited (CTCL), where she held a range of managerial roles in strategic accounts as well as domestic and international marketing operations.
In 2019, Ms. Zhang was appointed Vice President of Marketing Operations and head of Marketing Department at China Telecom Global, where she used her extensive knowledge and experience in international business—specifically marketing operations—to consistently produce effective marketing campaigns and projects.
Ms. Zhang holds a BA in Economics, International Trade from Nankai University in Tianjin, China and MBA from University of International Business and Economics in Beijing, China.
With the recent reorganization of CTA in 2022, Yi Yu relocated to Toronto to oversee the Canadian MVNO Business and Enterprise Data Sales while managing IT Infrastructure, Network Operations and Construction across the Americas.
Yu first joined CTA to lead CTA’s Wholesale Business, and later, Solutions & Network Operations across the Western Hemisphere. Yu’s track record for success and vast knowledge of China Telecom’s products and services stem from her career in International Business at China Telecom since 2001 at the Group Headquarters in Beijing, and her leadership role in Hong Kong where she grew China Telecom’s Global Wholesale Business throughout the Asia-Pacific region.
Yu holds a Bachelor’s degree in International Economics from Hunan University.
As Vice President of China Telecom Americas, Luis Fiallo oversees the company’s overall mission of connecting the world and delivering superior telecommunications service. He is directly responsible for all wholesale services and operations in the Americas. He also leads multiple corporate functions that include Sales, Corporate Development, Corporate Communication, Legal and Government Affairs, Corporate Compliance, and other strategic business operations.
Before joining CTA, Fiallo was responsible for turning around iLearning Inc., a distance learning company that was owned by Sylvian Learning. The resulting new business growth became the impetus of iLearning being acquired by Educational Testing Service. Prior to joining iLearning Inc., Fiallo was the Vice President of eBusiness at BCE Teleglobe, where he managed a global colocation and MPLS service and Satellite communications for multi-national corporations. Previous to BCE Teleglobe, Fiallo was Vice President of Hosting and Data services at Applied Theory, where he was on the management team that took the company public. Fiallo has also held senior management positions at IBM Global Services, Sprint and Cable and Wireless.
Fiallo brings to the table executive-level operations expertise to build, transform, and deliver profitable results to global technology companies, with a focus on the Americas, China, and Europe. He is a recognized leader in the technology field, with a keen sense of innovation and business strategy—having accomplished financial and operational results in large multi-national organizations, as well as start-up environments. With over 25 years of leadership experience working at Fortune 500 companies and entrepreneurial early-stage technology-based firms, Fiallo also served in the government and was appointed by the President of the United States to the President’s Information Technology Advisory Committee and by the Governor of Virginia to the Commonwealth’s Broadband Roundtable.
Fiallo is a frequent speaker around the world on topics related to next-generation networking, cloud services, Internet of Things, and the evolution of China’s and Asia’s Information and Communications Technology market. He is also an active member of the business and local community and currently serves on multiple boards, including that of China Telecom Brazil and China Telecom Canada.
Chief Financial Officer
As CFO, Xiaofeng Zhang is responsible for the supervision and direction of CTA’s financial operations, including financial planning, budget control, financial policy direction, accounting organization, and tax management.
Zhang joined CTA in 2013 as Director of Finance. She was previously Director of Planning and Finance at China Telecom in Nanjing where she led the finance department from 2006 to 2013. Zhang started as an assistant planner in the Planning & Import office at this branch in 1994.
Zhang holds a Bachelor’s degree in Accounting from Suzhou University and a Master of Professional Accountancy from Nanjing University.
