CHINA TELECOM AMERICAS EXECUTIVES
Zhuo (Joe) Han, President
Mr. Joe Han was appointed to President of China Telecom Americas in January, 2013. He joined China Telecom Americas in October, 2009, as Vice President, in charge of Sales and Marketing. Prior to coming to the United States, Mr. Han was at Shanghai Telecom, where he had worked since 1994. He began his career at Shanghai Telecom as an Assistant Engineer. He has held several positions, including most recently that of Director of the Central District. He was also the Deputy Director and the Director of Major Accounts Department at Shanghai Telecom. Mr. Han received B.S. in Applied Physics from Shanghai Jiao Tong University, Master of Business Administration from Fudan University and Master of Science, Operational Communication, from the Coventry University of United Kingdom.
LingPing (Lucy) Kong, Vice President
Ms. Lucy Kong is responsible for network operations for China Telecom Americas. Ms. Kong had worked in the telecom industry for more than 20 years. She started her career as a software engineer in the Ministry of Post and Telecommunications of China. From 1994 to 1997, she worked at the Directorate General for Telecommunications (DGT) in the field of No.7 signaling network and TMN, where was responsible for network project control and maintenance management. For more than three years, Ms. Kong was the Deputy Director of the Network Management Center in the headquarters of China Telecom before its split in 2000. Most recently, Ms. Kong had been the Chief Engineer of Network Operations and Maintenance Department at the headquarters of China Telecom, responsible for China Telecom's nationwide, multi-technology network operations and maintenance management.
Ms. Kong obtained a Master's Degree of Engineering in Computer Applications from the Beijing University of Posts & Telecommunications in 1987. She also received an EMBA from Beijing University in 2003. Her undergraduate study was Electronic Engineering. In addition to her responsibilities at China Telecom Americas, she is also the Vice Chairperson of Technical Committee 7 of the CCSA (China Communication Standards Association).
Hui Zhao, Vice President
Hui Zhao is Vice President at China Telecom Americas, working in the Herndon Headquarters. Mr. Zhao’s career has spanned more than 20 years working in telecom in China. He joined CT Americas in March 2009 after serving two year as Vice General Manager of China Telecom Corporation Limited Sichuan Company (Sichuan Telecom) – Chengdu Branch. In this role, he was responsible for the management of business operations and organizational development, focusing on planning and finance, customer service and account management.
Mr. Zhao obtained his Bachelor’s Degree in computer software from Sichuan University and a Master’s Degree in Electronics and Information engineering from Beijing University of Post and Telecommunications, which is among the most prestigious universities for information and telecommunications programs in China.
Luis E. Fiallo, Managing Director, Business Development
Luis E. Fiallo is responsible for business development at China Telecom Americas. Mr. Fiallo was previously an advisor to President George W. Bush as a member of the President's Information Technology Committee (PITAC). He has also served on the Commonwealth of Virginia Governor Timothy Kaine's Broadband Roundtable.
Mr. Fiallo was founder and President of Fiallo & Associates, a management consultancy and capital formation organization. As a consultant Fiallo was responsible for the management and development of iLearning, a Sylvan Learning System’s company, which was sold to Educational Testing Services. He worked with several other Fortune 500 technology companies and early stage ventures with market expansion and business development. Prior, Mr. Fiallo was Vice President of eBusiness Solutions for BCE Teleglobe where he built and managed one of the world’s largest integrated hosting and communication services. Mr. Fiallo was Vice President of Data Services and Web hosting for AppliedTheory Corporation, a national ISP and was on the management team which took the company public.
He also managed the development of Delta Edge – a patented next generation CDN technology. He has also held senior management roles at IBM, Sprint and Cable & Wireless, where he focused on advanced data networking and computing solutions.
Mr. Fiallo received a bachelor's degree in business administration in international business from George Washington University, and a master's degree in information systems from the American University.
Thomas Lam, Managing Director of Sales
Thomas Lam is the Managing Director of Sales, China Telecom Americas. In this role, Mr. Lam leads the Americas sales team in growing China Telecom's business throughout the Americas and expanding and developing the company's involvement in the communications industry.
Mr. Lam started his telecommunications career in 1974 with Cable & Wireless. His 30-year career in telecommunications and information technology includes senior positions in sales, marketing, national and international business development and management. Prior to joining China Telecom Americas, he was the Country Manager of PCCW for North America.
